{"id":6983,"date":"2019-06-29T08:11:20","date_gmt":"2019-06-29T12:11:20","guid":{"rendered":"https:\/\/www.ata-divisions.org\/ID\/?page_id=6983"},"modified":"2020-12-12T12:18:32","modified_gmt":"2020-12-12T17:18:32","slug":"advocacy","status":"publish","type":"page","link":"https:\/\/www.ata-divisions.org\/ID\/resources\/advocacy\/","title":{"rendered":"Advocacy"},"content":{"rendered":"<h2>Advocacy resources for interpreters<\/h2>\n<h2><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-7012 size-medium alignright\" src=\"https:\/\/i0.wp.com\/www.ata-divisions.org\/ID\/wp-content\/uploads\/2019\/06\/public-speaking-3926344_1920-lograstudio-e1561813571925-300x200.jpg?resize=300%2C200&#038;ssl=1\" alt=\"\" width=\"300\" height=\"200\" data-recalc-dims=\"1\" \/><\/h2>\n<h3>Translation and interpreting profession<\/h3>\n<p>ATA\u2019s Board of Directors recently approved the following <a href=\"https:\/\/www.atanet.org\/docs\/p_bylaws.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">mission statement<\/a>: \u201c<b>ATA\u2019s mission is to promote the recognition of professional translators and interpreters,<\/b> to facilitate communication among its members, to establish standards of competence and ethics, to provide its members with professional development opportunities, and to advocate on behalf of the profession.\u201d\u00a0The statement, which draws from Article II of ATA\u2019s Bylaws, offers members and the public a quick snapshot of both the vision and the function of the Association.\u00a0(May, 2019)<\/p>\n<p><a href=\"https:\/\/www.atanet.org\/chronicle-online\/featured\/stepping-out-on-capitol-hill-atas-first-advocacy-day-in-washington-dc\/\" target=\"_blank\" rel=\"noopener noreferrer\">T&amp;I Advocacy Day on Capitol Hill<\/a> \u2013 ATA held its first Translation and Interpreting Advocacy Day on October 25, 2017. Nearly 50 translators and interpreters met with staffers in 68 Congressional offices and Executive Branch agencies to discuss issues and policies affecting the T&amp;I industry. (October, 2017)<\/p>\n<h3>Why work with qualified and certified translators and interpreters?<\/h3>\n<p>OSTI submitted <a href=\"https:\/\/www.ata-divisions.org\/ID\/wp-content\/uploads\/2019\/06\/OSTI-case-trained-interpreters-2015.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">this document<\/a> in Washington, DC, in April of 2014.<\/p>\n<p>ATA submitted <a href=\"https:\/\/www.ata-divisions.org\/ID\/wp-content\/uploads\/resources\/ATA-homeland_security_response.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">this response<\/a> to the Department of Homeland Security\u2019s Civil Rights and Civil Liberties Language Access Plan on November 14, 2014.<\/p>\n<p>End users complain less when services are rendered by certified or qualified interpreters.\u00a0<a href=\"https:\/\/interpretersunited.wfse.org\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/interpretersunited.wfse.org\/&amp;source=gmail&amp;ust=1561996929713000&amp;usg=AFQjCNGDP7rWPXlD53n2syX9f8IMbht72A\">Interpreters United<\/a>, the\u00a0freelance interpreters\u2019 labor union in Washington State,\u00a0published a\u00a0<a href=\"https:\/\/interpretersunited.wfse.org\/docs\/Review%20WA%20Medicaid%20IS%20May%202017%20Interpreters%20United.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/interpretersunited.wfse.org\/docs\/Review%2520WA%2520Medicaid%2520IS%2520May%25202017%2520Interpreters%2520United.pdf&amp;source=gmail&amp;ust=1561996929713000&amp;usg=AFQjCNG8XYafHfSPJBM9Y4HEW-hs6o6KMA\">review<\/a>\u00a0of 621,659 interpreted appointments (April 2014 &#8211; March 2016). The results? A 1.76% complaint rate of which only 0.63% complaints merited disciplinary action for violating the\u00a0<a href=\"https:\/\/apps.leg.wa.gov\/WAC\/default.aspx?cite=388-03-050\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/apps.leg.wa.gov\/WAC\/default.aspx?cite%3D388-03-050&amp;source=gmail&amp;ust=1561996929713000&amp;usg=AFQjCNGHFzIKvawUDgvU2SnxwJI5H-hdXQ\">code of ethics<\/a>. All these interpreters were certified or authorized to render medical and social services by that state\u2019s\u00a0<a href=\"https:\/\/www.dshs.wa.gov\/sesa\/language-testing-and-certification\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.dshs.wa.gov\/sesa\/language-testing-and-certification&amp;source=gmail&amp;ust=1561996929713000&amp;usg=AFQjCNHjyI-MV1Bb1DiIac4GMqFcfNriEQ\">Department of Social and Health Services<\/a>.<\/p>\n<p>The Federal Government considers this important enough that it has a <a href=\"https:\/\/www.lep.gov\/resources\/TRUST%20ME%20I%27M%20CERTIFIED%20_%203-19-14%20_%20508.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">TIP Sheet<\/a> to help requesters identify certified translators and interpreters.<\/p>\n<p><a href=\"https:\/\/www.courts.oregon.gov\/programs\/interpreters\/policies\/Documents\/OJD%20Best%20Practices%20for%20Working%20With%20Interpreters.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Oregon Judicial Department Best Practices for Working with Interpreters<\/a> (2016)<\/p>\n<p><a href=\"https:\/\/ostiweb.org\/interpreters-and-translators-worker-misclassification\/\" target=\"_blank\" rel=\"noopener noreferrer\">How independent contracting works for translators and interpreters in Oregon<\/a><\/p>\n<p><a href=\"https:\/\/ostiweb.org\/how-to-work-with-an-interpreter\/\" target=\"_blank\" rel=\"noopener noreferrer\">How to work with an interpreter<\/a><\/p>\n<h3>What kinds of services do interpreters and translators provide?<\/h3>\n<p>The Federal Government has developed some TIP Sheets regarding work with interpreters. They are written for remote interpreting, but the principles in these sheets can be applied to other types of interactions.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.lep.gov\/resources\/TELEPHONIC%20INTERPRETATION%20VENDOR%20SELECTION%20_%203-19-14%20_%20508.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">How to select a telephonic interpreter vendor<\/a><\/li>\n<li><a href=\"https:\/\/www.lep.gov\/resources\/TIPS%20FOR%20WORKING%20WITH%20TELEPHONE%20INTERPRETERS%20_%203-19-14%20_%20508.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">How to work with a telephonic interpreter<\/a><\/li>\n<\/ul>\n<h3>Court Interpreters<\/h3>\n<p><a href=\"https:\/\/nebula.wsimg.com\/883923505e60078259f02cb27b0df358?AccessKeyId=FE1E7E5FD3E91C6D930E&amp;disposition=0&amp;alloworigin=1\" target=\"_blank\" rel=\"noopener noreferrer\">Compensation of Court Interpreters in the State of New York<\/a> \u2013 By comparing and contrasting the jobs of court reporter and court interpreter, the authors hope for a reclassification of the New York State job title for court interpreters, which in turn may lead to better compensation. (June, 2019) <strong>NEW<\/strong><\/p>\n<h3>Should interpreters, translators, and their professional associations engage in lobbying activities?<\/h3>\n<p><a href=\"https:\/\/www.ata-divisions.org\/ID\/wp-content\/uploads\/2019\/06\/advocacy-101-for-interpreters-and-translators-najit-4-2017.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Advocacy 101 for Interpreters and Translators<\/a> is a guide to permissible advocacy activities for interpreters, translators, and their professional associations written for NAJIT members.<\/p>\n<p><a href=\"https:\/\/www.ata-divisions.org\/ID\/review-of-the-alc-2015-industry-surveyc\/\" target=\"_blank\" rel=\"noopener noreferrer\">A review of the Association of Language Companies 2015 survey<\/a>.<\/p>\n<h3>Language access and civil rights<\/h3>\n<p>This <a href=\"https:\/\/ostiweb.org\/reporting-language-access-violations-of-civil-rights\/\" target=\"_blank\" rel=\"noopener noreferrer\">overview of language access and civil rights<\/a> was published by the Oregon Society of Translators and Interpreters on June 7, 2015.<\/p>\n<h3>More advocacy efforts<\/h3>\n<p><a href=\"https:\/\/www.ata-divisions.org\/ID\/wp-content\/uploads\/2019\/07\/press_release_opposition_to_discontinuing_interpreting_services.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">ATA has issued a statement opposing discontinuing immigration interpreting services<\/a>. (July, 2019)<\/p>\n<p>The\u00a0ATA\u00a0President wrote the Administrative Office of the U.S.\u00a0<span class=\"_5afx\"><span class=\"_58cm\">Courts<\/span><\/span> to <a href=\"https:\/\/www.atanet.org\/pressroom\/letter_federally_certified_interpreters_directory.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">request the creation of a public\u00a0<span class=\"_5afx\"><span class=\"_58cm\">directory <\/span><\/span>of federally-certified interpreters<\/a> that all in need of interpreting can access. (April, 2019)<\/p>\n<p>ATA <a href=\"https:\/\/www.atanet.org\/pressroom\/letter_texas_judiciary_interpreter_scores.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">opposes lower interpreter exam scores in Texas<\/a> in a letter sent by ATA President to the Texas House Judiciary and Civil Jurisprudence Committee. (April, 2019)<\/p>\n<p><a href=\"https:\/\/aiic.net\/page\/7873\/open-letter-to-the-president-of-the-united-states-of-america\/lang\/1\" target=\"_blank\" rel=\"noopener noreferrer\">ATA Joins Coalition in Open Letter to U.S. President<\/a><strong>.\u00a0<\/strong>A coalition of 14 organizations representing translators and interpreters around the world called on the U.S. President to lift the current ban on immigration. (January, 2017)<\/p>\n<p><a href=\"https:\/\/www.atanet.org\/pressroom\/news_releases.php\" target=\"_blank\" rel=\"noopener noreferrer\">ATA Statement Regarding President Trump\u2019s Executive Order on Immigration<\/a><strong>.\u00a0<\/strong>&#8220;As the voice of over 10,000 interpreters and translators in the United States and abroad, the American Translators Association is very concerned about <a href=\"https:\/\/www.cnn.com\/2017\/01\/28\/politics\/text-of-trump-executive-order-nation-ban-refugees\">President Trump\u2019s recent Executive Order to suspend issuing visas to nationals<\/a> from certain countries in the Middle East and northern Africa.&#8221; (January, 2017)<\/p>\n<p><a href=\"https:\/\/www.ata-divisions.org\/ID\/wp-content\/uploads\/resources\/EOIR_ATA_final.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">ATA expresses concern<\/a> with the situation regarding the language services contract for the United States Executive Office of Immigration Review (EOIR). \u00a0(November 2015)<\/p>\n<p><a href=\"https:\/\/www.atanet.org\/pressroom\/news_releases.php\" target=\"_blank\" rel=\"noopener noreferrer\">ATA Press Releases<\/a><\/p>\n<h3>Interpreting in conflict zones<\/h3>\n<p><a href=\"https:\/\/aiic.net\/page\/8826\/open-letter-to-the-united-nations\/lang\/1\" target=\"_blank\" rel=\"noopener noreferrer\">Open letter to the Secretary General of the UN<\/a>, seeking his support for a Resolution urging all countries to protect translators and interpreters in conflict areas. (May, 2019)<\/p>\n<p><a href=\"https:\/\/www.ata-divisions.org\/ID\/wp-content\/uploads\/resources\/AIIC-FIT-AIIC-RedT-Conflict-Zone-Interpreting.pdf\">Conflict Zone Field Guide for Civilian Translators\/Interpreters and User of Their Services<\/a>. This document is a guide to the basic rights, responsibilities, and practices that the International Association of Conference Interpreters (AIIC), the International Federation of Interpreters &amp; Translators (FIT), and Red T recommend to T\/Is and users of their services. It applies to T\/Is serving as field linguists for the armed forces, journalists, NGOs, and other organizations in conflict zones.
